BOND RULE: Each team (EXCEPT FOR MASTERS) will have to pay a $500 bond prior to the tournament. This fee is completely refundable after the tournament only if the team conducts themselves in an appropriate manner on both the floor and outside the rink. Any player fines etc will be extracted from this bond and the remaining balance will be refunded at tournaments end. The Referee-in-Chief on site will be handling all particulars with this bond fee.

2025 TOURNEY FORMAT

GENERAL INFORMATION:

  • All players must be of the Islamic Faith (see details at very bottom)
  • Players must possess photo I.D. and may be requested to identify themselves at any point during the tournament to verify eligibility in the tournament.
  • All communication conducted by commissioners to the teams will only be done through the Team GM/Captain.


RULES AND REGULATIONS:

  • Hockey Helmets & Hockey Gloves are MANDATORY - no exceptions
  • MANDATORY FOR JR-A ELITE PLAYERS TO WEAR FULL CAGE DURING ALL GAMES
  • This is arena ball hockey: hard boards, hard plexi-glass, hard concrete surface and fast & tough ball hockey players can result in serious head injuries without a CSA-approved hockey helmet!

    MAXIMUM 4 PEOPLE ON BENCH; REFEREES WILL BE LOOKING OUT FOR THIS & MAY ADMINISTER PENALTIES IF FOUND TO BE TAKEN ADVANTAGE OF
     
  • Each player must wear appropriate attire. Tournament directors have the authority to ask any individual wearing clothing that is deemed rude or offensive in any way to change their clothing
  • Players must be distinguishable during games with their own coloured jersey. If this isn't possible, pinnies are distributed and are required to be worn during the games
  • No plastic blades allowed
  • Goaltenders are required to be fully fitted with complete goalie equipment. Only CSA-approved goalie helmets allowed!
  • All other padding and protection (ie. jock, elbow, shinpads etc.) are highly recommended
  • A hard OBHF regulation orange pro-ball to be used
  • It is up to the referee's discretion on whether or not to allow helmet and gloves-sharing among teammates during a game
  • Referees have the authority to disallow participation of any players that are in violation with equipment policies
  • Any type of jewelry (necklaces, rings etc.) are totally prohibited during game play
  • Only registered players are allowed to participate in the tournament; if a team is caught with 'illegal' players, the RIC has the right to fine or disqualify the whole team from competing
  • Dressing rooms are provided to each team before their games. TEAMS NOW HAVE TO PROVIDE THEIR OWN LOCK AND KEYS AND REMOVE WHENEVER NECESSARY. The GM/Captain is responsible for the upkeep of the room
  • Please note that if a formal complaint has been filed in regards to a team carrying illegal players, the REFEREE-IN-CHIEF holds the authority to conduct an investigation before, during or after any game whereby each and every player must possess necessary documents to prove that they do in fact belong on the roster. Such a complaint will cost the complainant $50 as officials will have to take out valuable time during a hectic tournament to cater to your investigation request. Also take notice, that the Referee-in-Chief has the choice on whether or not to pursue such a complaint. 
  • There is NO OFFICIAL video-replay where goals or penalties are concerned either during the game or after the game.  Whatever the referees decides during the game is official and referees can use video available to them to make the correct ruling on the rink floor.


Cross divisional participation
 

Players and Goalies CANNOT CROSSOVER BETWEEN Pool-A, Pool-B, and Pool-C, regardless of the reason (injury included).  

Juniors and Masters players can play in their respective divisions AND play in ONE Pool noted above since the Juniors and Masters divisions are age-based. And a player can only cross-over to ONE team only.

As long as they are on the roster before tournament starts, they can join in the game at any time. This also means they will have to incur fees for that additional team. 

 

Floating blue-line rule in effect

  • Whenever an offensive team gains the blue-line successfully, the red-line then automatically becomes the blue-line
  • The defensive team will have to then clear the ball across the red-line in order for the offensive teams to clear the zone
     

ROUND-ROBIN GAMES:

  • REVISED - POOL A - Teams will play 2 round robin games consisting of two 15 minute periods stop time.
     
  • POOL B - Teams will play 3 round robin games consisting of 1st half 15-min run time & 2nd half 15-min stop time (TPARK YOUNGSTARS will play 4 RR games, then at the end of their round robin, a draw will take place as to which one of those games will not count.  This ensures fairness for all teams in Pool B)
     
  • POOL C - Teams will play 3 round robin games consisting of 1st half 15-min run time & 2nd half 15-min stop time (OWLS will play 4 RR games, then at the end of their round robin, a draw will take place as to which one of those games will not count.  This ensures fairness for all teams in Pool C)
     
  • MASTERS - Teams will play 3 round robin games consisting of 2-15-min run time periods; final 30 secs stop time if 1-goal apart  (DYNAMO will play 4 RR games, then at the end of their round robin, a draw will take place as to which one of those games will not count.  This ensures fairness for all teams in the Masters)
     
  • JR-A ELITE - Teams will play 3 round robin games consisting of 2-15min run time periods; final 30secs stop time if 1-goal apart
     
  • Captains are responsible for bringing their team on time to each game. BE PREPARED TO PLAY 45 MINS BEFORE THE START OF YOUR GAME.  Please note:  sometimes the Tournament ends up being ahead of schedule.  If this occurs, teams are required to play once the game before theirs is finished (we will not wait for the scheduled start time)
     
  • Minimum amount of players (6) must be present (goalie not necessary) at each game.
     
  • If a team is incomplete, the time will start to run-down. Once 10 minutes has run off of the game clock, the late team will be forced to forfeit and default the game.
     
  • Any team that shows up to the game with an insufficient amount of players and then has the appropriate amount after the time has started to run down will be assessed a 2-minute penalty for Delay of Game.
     
  • *NEW* THERE WILL BE NO FORFEITS ALLOWED.  APPROPRIATE REASONS & EXTENUATING CIRCUMSTANCES NOT PROVEN FOR FORFEIT (IE. DEATH, VEHICLE ACCIDENT, ILLNESSES ETC) MAY LEAD TO TOURNAMENT EXPULSION AND A NUMBER OF OTHER CONSEQUENCES - PLEASE SEE THE SUMMARY SHEET FOR DETAILED LIST
     
  • Each team is responsible for their own water bottles
  • Competition will be 5 on 5 hockey
  • Each team captain must sign-in all players for each game with their jersey/pinnie number and name
  • Each win for a team is rewarded 2 points, 1 point for a tie and 0 for a loss. 
  • Round-robin games ending in a tie will stay as a tie and each team rewarded one point. NO OVERTIME OR SHOOTOUTS IN THE ROUND ROBIN.
  • Referees have the full authority in calling each game
  • As games are completed, the next game will be started so teams should be prepared for this due to time constraints
  • Icing in effect - Please note that it will be NO-TOUCH ICING
  • ONE time-out per team PER GAME in each game in the Round Robin
  • POOL A: Mercy rule in effect: if a 5-goal spread AT ANY POINT of game has been reached, the game will become run time. If it becomes a 7-goal spread anytime in the 2nd period, the game is over.
  • POOL B, C, & MASTERS:
  • POOL B & C (Round Robin): if a 5-goal spread AT ANY POINT of game has been reached, the game will become run time. (PLAYOFFS) if a 5-goal spread AT ANY POINT of game has been reached, the game will become run time. If it becomes a 7-goal spread anytime in the 2nd period, the game is over.
  • MASTERS & JR-A (Round Robin): if a 5-goal spread AT ANY POINT IN 2ND PERIOD of game has been reached, the game will be over. (PLAYOFFS) if a 5-goal spread AT ANY POINT of game has been reached, the game will become run time. If it becomes a 7-goal spread anytime in the 2nd period, the game is over.

POOL A – Two 15-minute stop time halves

POOL B & C – 1st half 15-minute run time; 2nd half 15 minute stop time

MASTERS– Two 15-minute halves run time with last 30secs stop time if 1-goal difference
JR-A ELITE – Two 15-minute halves run time with last 30secs stop time if 1-goal difference

 

Standings in tournament dependent in order of preference:

  • Total points accumulated
  • Head to head record (only applicable between 2 teams that are tied in points, if 3 or more tied, proceed to next criteria below)
  • Goal Differential
  • Goals-for scored
  • Team penalty minutes (team with less penalty minutes will be favoured)
  • Coin toss
     

PLAYOFF GAMES:

  • REVISED - POOL A - ALL TEAMS make playoffs - Seeds 4 & 5 will play play-in game
  • POOL B & C - TOP EIGHT teams make playoffs
  • MASTERS - TOP FOUR teams make playoffs
  • JR-A ELITE - TOP FOUR teams make playoffs

  • ALL DIVISIONS - QUARTER FINALS ONLY:  If the game is tied after the second period, it will be followed by a 3-man shootout only: NO OVERTIME
  • SEMI FINALS:  If the game is tied after the second period, there will be a THREE minute STOP TIME overtime period.  If the game is still tied after the overtime period, a 3-man shootout will take place.  No timeouts allowed in the overtime. 
  • CHAMPIONSHIP FINALS:  If the game is tied after the second period of Game 2, there will be a 5 minute STOP TIME overtime period.  If the game is still tied after the overtime period, a 3-man shootout will take place.  No timeouts allowed in the overtime.
  • In the shootouts, if one team completes going through its roster than the other team, the team with the larger amount of players has the choice of starting from the beginning of its roster as well
  • Each game is do-or-die, you lose, you are eliminated
  • Mercy rule in effect: if a 5-goal spread AT ANY POINT of game has been reached, the game will become run time. If it becomes a 7-goal spread anytime in the 2nd period, the game is over.
  • ONE time-out PER GAME (no carry-overs) in each game in Playoffs (ALL rounds except Finals)
  • TWO time-outs in finals only for ALL divisions (1 per period; no carry-overs)
  • NO TIMEOUTS ARE ALLOWED IN ANY OVERTIME PERIODS
  • Due to time constraints or flexibilities, some aspects of game format may be adjusted BY THE ORGANIZERS AND TEAM CAPTAINS WILL BE INFORMED OF ANY CHANGES THAT ARE MADE.
     

CONDUCT & DISCIPLINARY ACTION:

  • All professional OBHF hockey penalty calls are in effect with the exception of the following:
  • Each penalty ranges from 2 minutes and up
  • Any player accumulating 6 minutes in penalties in one game will result in an automatic ejection from the game
  • Fines and suspensions are also administered by tournament directors and must be paid up before the team plays the next game. Failure to pay the fine will result in the team’s forfeit and further forfeit charges will apply.
  • Swearing, lewd conduct and aggressive behaviour will be severely dealt with during game play and can lead to minor penalties, misconducts or game ejections according to the referees discretion only
     

SUSPENSIONS

Types of Suspensions/Fines (taken from bond)

Salaam Sports has hired a Referee-in-Chief (RIC) for all disciplinary issues at the Salaam Cup for all Tournaments.  See further details here.

  • Any 10-Minute misconducts during the game carries an automatic $15 fine.
  • Game Misconduct during the game (more than 2 minutes left in the game) carries an automatic $20 fine.
  • Game Misconduct with 2-mins or less left in the game carries an automatic 1-game suspension and a $20 fine.
  • Gross Misconduct carries a 2-game suspension and a $30 fine.
  • Match penalty carries a 3 game suspension and a $40 fine.
  • Double Match penalty or any Intent to Injure call carries an expulsion from the tournament and a $60 team fine
  • any player who leaves the bench during any kind of altercation will be assessed a double-match penalty.
  • if a player is involved in any altercation after the game, or outside the rink floor, or outside the arena, double-match penalties may be assessed and as well as a team expulsion 
  • If any player touches a referee, game official or member of management in an assaultive manner will be banned from participating in the Salaam Cup indefinitely and a $300 team fine will be assessed.
  • Commissioners will convene with game officials and could possibly increase the suspension times if required.

Any other on-ice off-ice negative incidents not noted are subject to fines and suspensions. Every player that participates at the Salaam Cup automatically agrees to our waiver agreement (located here).

OTHER INFO:

  • Salaah prayers are conducted at set times so we encourage your attendance if possible.
  • All garbage should be put in their appropriate bins in order to maintain a clean atmosphere. Please pick up after yourself!!
  • For courtesy purposes, smoking is not allowed within 30 feet of all entrance doorways of the arena
  • Washrooms and dressing rooms are provided for your convenience, please maintain a clean environment at all times by cleaning up after yourself!! Failure to do so will result in these privileges being taken away and you have to dress and go to the washroom elsewhere.
     

NON-PLAYERS and SPECTATORS:

  • Each team will be responsible for their own fans.  If their fans cause any trouble then either a penalty, suspension to the captain or fines can be assessed. Any fans causing trouble will be expelled from the arena grounds by building management or police may also be called.
  • Only 4 non-players allowed at each bench during the games, other individuals MUST sit in spectator seating area (exceptions may be made for special cases)
  • Fans are not allowed whatsoever in front of the dressing room areas, behind the bench areas nor at the glass areas behind each goaltender. They will be promptly moved and escorted either to the spectator seating area or outside the rink.
  • For safety of all players and coaches on the floor, FANS ARE NOT ALLOWED TO JOIN IN ANY SORT OF CELEBRATIONS ON THE FLOOR!!!
  • "Negative Cheering" should be eliminated 
  • Spectators must be reminded that the orange ball can travel into the crowd at a high rate of speed and are required to give their full attention during game play
  • All garbage and refuse should be put in their appropriate bins in order to maintain a clean atmosphere. Please pick up after yourself!!
  • Smoking/Vaping is not allowed IN THE BUILDING nor near the entrance doorways of the arena AND Shisha/Hookah smoking is prohibited in the front of the rink and on the front lawns. We ask that you be as conspicuous as possible


    As final reminder:  All players must have original photo ID (passport, health card with photo, license etc) so we can verify their identity at any point during the tournament.

    Also, this is a Muslim-only tournament. All participants MUST be of the Islamic faith (ie. any sect). Just having a Muslim-sounding name, hanging around Muslims or just thinking about becoming Muslim are not good enough reasons. New players that could be questioned need to be submitted to the commissioners - salaamcup@gmail.com - for verification process.
